Background Introduction
随着 5G、人工智能、车联网等技术的全球普及，（SEP）已成为数字时代国际竞争的核心战场。然而，SEP治理正面临前所未有的挑战。
司法冲突加剧： 中美欧**争夺全球费率管辖权，禁诉令与反禁诉令频发，企业陷入“诉讼竞赛”；
产业矛盾升级： ICT 企业主张“技术贡献度”收费， 汽车、 IoT 行业控诉“专利劫持”，跨行业谈判陷入僵局；
规则碎片化： 中国《 SEP 反垄断指南》、欧盟《 SEP 新规》、美国 ITC 判例形成政策孤岛，全球技术合作成本陡增。
在此背景下，构建兼顾创新激励与产业公平的 SEP 治理体系， 已成为全球数字经济可持续发展的关键命题。
本次峰会旨在汇聚全球律所、跨国企业、标准化组织及学术专家， 围绕 SEP 司法实践的国际冲突与协调、SEP 政策与反垄断规制、跨境知识产权诉讼与风险防控、产业协作与技术融合、全球化治理的协作路径等核心议题， 通过案例剖析、司法实践对标及跨行业对话， 为 ICT 企业构建风险可控、价值可续的全球化知识产权体系提供行动指南。
With the global proliferation of 5G, AI, and vehicle-to-everything (V2X) technologies, SEPs have become the battleground of international competition during the digital era. However, SEP governance faces unprecedented challenges:
Escalating judicial conflicts: Courts in China, the United States, and Europe are competing for global royalty jurisdiction, with frequent occurrences of injunctions and counter-injunctions, leaving companies embroiled in a "litigation race".
Escalating industry conflicts: ICT companies advocate for royalties based on "technological contribution," while the automotive and IoT sectors decry "patent hijacking," resulting in deadlock in cross-industry negotiations.Fragmentation of regulations: With China's "SEP Antitrust Guidelines," the EU's "New SEP Regulations," and U.S.
ITC precedents forming isolated policy islands, the cost of global technological collaboration has surged.
In this context, establishing an SEP governance system that balances innovation incentives with industry equity has become a key proposition for the sustainable development of the global digital economy. This summit aims to bring together global law firms, multinational corporations, standard setting organizations (SSOs), and academic experts to discuss key issues such as international conflicts and coordination in SEP judicial practices, SEP policies and antitrust regulations, cross-border intellectual property litigation and risk prevention, industry collaboration and technological integration, and pathways for global governance cooperation. Through case studies, judicial practices benchmarking, and cross-industry dialogues, the summit will provide actionable guidelines for ICT companies to build a global intellectual property system that is risk-managed and value-sustaining.
